Koichi is having dreams. He dreams of a tower in the middle of the desert. A voice says that he should enter the tower and become Babel the second.
Later, on his way home, he notices a strange girl who is able to speak to him in his mind. Among other things, she says that he is also a psychic.
Later, the strange girl, who is named Juju, takes Koichi to meet her Master, a very powerful psychic. According to Juju, the Master has a plan to help the psychics of the world to overcome the hate of normal humans. Koichi, however, suspects that there is a darker motive and that the Master wants to rule the world.
Koichi elects not to join them.... This begins an adventure for Koichi which first leads to the ancient Tower of Babel, where he assumes the role of Babel the second. With his own psychic abilities and three extraordinary companions he fights against the evil plans of the Master and his army of psychics.
Babel II reminds me of Casshan: Robot Hunter, 8Man After, and others. It is not a bad piece of work, but like other Perfect Collections it does suffer from strange editing in a couple of places.
